徐會長表示，台灣血液基金會每年檢測出偽陽性患者（即血液沒問題）大約有2000多人，檢測報告表示患者血液裡有愛滋、梅毒、B肝、C肝，因此不得捐血！「告訴民眾偽陰性患者是0人，這種話誰會相信？」
徐會長感既說，衛福部表示，萬一有人因為輸血而得了愛滋病或其他傳染病－愛滋病、梅毒、B肝、C肝，政府會賠償300萬元，試問有民眾希望家人在輸血時因得到高危險傳染病而領300萬賠償，「一條人命只有300萬嗎？」這麼重要的條款為什麼不送立法院？卻用行政法令，公告二個月就要執行。
根據百合會查到的資料，聯合國愛滋病規劃署 的90-90-90 抗愛滋病策略，在執行該計畫的168 個國家中，至2017年7月，全世界只有7個國家達到 90-90-90，分別是丹麥、冰島、新加坡、挪威、英國、柬埔寨及波札那等國家，而台灣的抑制水平為50%（75×79×85），僅在及格邊緣。
「而在達成目標七國中，包括丹麥及冰島都永久禁止男男同性戀捐血，更嚴禁吸毒者捐血，但我們防疫成績才過半，人家都不敢開放了，衛福部憑什麼開放？」
